提出转变经济发展方式并不否定转变经济增长方式的任务,前者是以后者为前提的,但经济发展方式转变所包括的内容要更多。经济增长与经济发展的方向可以有机统一,也可能产生矛盾。转变经济发展方式,意味着消除两者间的矛盾,实现统一。粗放型与集约型增长的概念,随着经济社会的发展,其内涵亦有变异。由粗放型转向集约型是社会经济发展的必经过程,与计划经济和市场经济无关。在当前经济发展方式转变中,不能将粗放型与集约型同外延型与内涵型的含义相等同。创建高新技术产业是外延型扩大,但其经营与增长方式是集约型。

To change the pattern of economic development does not mean to negate the task of changing the pattern of economic growth.The former takes the latter as the precondition and contains something more than the latter.The direction of economic growth and economic development may be organically unified but may also have some contradictions.To change the pattern of economic development means to remove the contradictions between the two and realize unification.The concepts of the extensive and intensive growths vary according to the steps of the economic development.The transition from extensive growth to intensive one is indispensable,which has nothing to do with planned economy or market economy.In the present,the extensive and intensive growth cannot be understood in a simple way.To initiate hi-tech industries mean an expansion in the extension,but the pattern of management and growth will remain to be intensive.
