基金申报信息真实性的申报与调查博弈分析

Games analysis between declaration and investigation on anthenticity of reporting information in grants application

为杜绝基金申请时申请人的科学不端行为,通过建立完全信息静态模型和有限理性动态模型两种博弈模型,对国家自然科学基金申请过程中的申请人材料申报与基金委调查之间的博弈关系进行了分析。研究结果提出了在不同情况下,国家自然科学基金委员会(简称基金委)为消除申请人的科学不端行为应该采取的信息审查策略和惩罚机制。

In order to eliminate the scientific misconduct this paper exploits two game models,static games model and dynamic games model,to analyze both players＇ payoffs in this game.The analysis results pointed out what kinds of the investigative strategies and the strength of punishment that the agents of NSFC should adopt could eliminate the applicants＇ scientific misconduct in grants application
