摘要
城市电网供电安全标准制定的目的在于为用户提供满足要求的电能并保持用户供电可靠性的经济性。英国供电安全标准(engineering recommendation P2/6,ERP2/6)得用组负荷大小与供电安全性的关系来修正“N-1”安全准则,将供电安全性指标由简单的“定性”评价指标发展为详细的“定量”评价指标。明确了供电安全性与供电可靠性的区别和联系,剖析了ERP2/6的制定原理,在此基础上探讨了我国城市电网供电安全标准的制定方法,以为我国城市电网规划和运行提供参考。
With the purpose of providing adequate electric energy to consumers and maintaining the economy during the implementation of reliable power supply, the standard of power supply security for urban power network is drawn up. The N-1 contingency criterion is improved by the relationship between the group demand and secur/ty of power supply in the Engineering Recommendation P2/6 (ER P2/6). That means the simple 'qualitative' evaluation indices of power supply security are developed into detailed 'quantitative' evaluation indices. The differences between security and reliability of power supply as well as their relation are clarified in this paper. The principle of drawing up ER P2/6 is dissected and on this basis standard of power supply security for urban power network in China is drafted. The conclusion is available for reference to the planning and operation of urban power networks in China.
