对河南省警务体制改革的观察与思考

Observation and thought of the reform of police system in Henan Province

我国基层警力配置一直比较薄弱,难以适应当今社会治理的需要。为改变基层警力不足的现状,2010年初河南省公安厅做出了撤销省辖市公安分局,市局直管派出所,警力下沉等重大的警务体制改革的举措。此举在国内引起了不小的震荡。本文分析了此次河南省警务体制改革的利弊得失以及由此所引发的适用相关法律的困惑。

Primary police configuration has been relatively weak in China,and difficult to adapt to the needs of today＇s social governance.To change the status of insufficient grass -roots police,Public Security Bureau in Henan Province in early 2010 made a revocation of the provincial public security bureau in cities,police stations straighdy under the city,policing transferred to lower units and other major initiatives of police reform.This caused big domestic shocks.This paper analyzed the advantages and disadvantages of the police reform in Henan Province,and the confusion of the application of the relevant laws.
