For the enlargement of scale and advancement of quality of higher education,the lack of college expenses becomes the hinder of higher education development. And charging Higher education has become the popular action of every country. What＇s more,according to the theory that the one pays who gets benefits and the idea of equal education,it is the trend all over the world. This article tries to give some useful advices by comparing the higher education charging system of USA,Japan and European countries.
