摘要
将施工企业投标承包行为划分为 3个阶段 :投标前期阶段 (投标决策前阶段 )、投标报价阶段、项目实施阶段 (项目管理阶段 ) ,运用系统理论、组织经济、技术经济、成本管理、合同管理、工程施工索赔等理论方法 ,以成本管理为中心 ,市场需求约束为条件 (合同条件 )这条主线将 3个阶段中应注意的问题进行层层剥离 ,逐次分析 ,指出了施工企业经营目标是 :成本内敛、利润扩张、效益最大化。提出了施工企业 2 4字的经营策略是 :知已知彼 ,百战百胜 ;扬长避短 ,取胜之道 ;他山之石 ,可以攻玉。
Contract activities of construction enterprises by means of bidding are divided into three phases:pre-bidding phase (phase before bidding decision),bidding and price-quoting phase,project-executing phase (project-managing phase).Problems that should be paid attention to in the three phases are classified and analysed in detail by using theoretical economy,cost management,contract management,claim for construction of works,and taking cost management as a core,constraints of market demand as conditions (contract conditions).The managing objectives are pointed out,they are:gradually decreasing cost,expanding profit,maximizing benefit.The proposed strategy of management is:know the opponent and know yourself,make best use of the advantages and bypass the disadvantages;other people's good quality or suggestion whereby one can remedy one's own defects;and you can win a hundred victories.
