新时期城市规划管理运行机制的探索

Probe into Running System of Urban Planning Management in New Age

为了能顺利实现两个根本转变与可持续发展的目标，必须对原有城市规划管理运行机制进行变革，建立新时期城市规划管理运行机制。本文通过对建立“运行机制”的必要性、新时期城市规划管理的特征及建立“运行机制”的原则的分析；从不同角度提出建立“运行机制”，以指导城市建设走集约化道路，确保城乡建设协调、高效、持续、稳步发展，促进城乡可持续发展并最终实现城市区域化、城乡现代化，城乡一体化。

From analyzing the necessity and principles of setting up running system, and characteristics of urban planning management in the new age, this paper points out that the running system should be set up, for the purpose of harmonious development of urban region in China.
