本文着重探讨了新土地管理法实施后对城市规划法和城市规划的影响，面对新形势下两法衔接和协调的难点和热点，以及土地利用总体规划和城市规划两者的分工提出一些问题和解决的办法，以期构筑两法和两规对比和相关研究的框架。

Using comparative study, this paper discusses the impact of omplementing new land management law to urban planning law and urban planning practice. lssues of how to harmonize relevant master planning of land use and urban planning are also debated in the paper.
