内部劳动力市场理论在政府组织中的适用性 被引量:1

摘要 内部劳动力市场具有长期雇佣关系、年功工资制度、内部晋升机制等主要特征,以及成熟市场环境、隐性契约基础、外部劳动力市场竞争等隐藏条件。政府组织内部的人力资源管理活动和人力行为符合内部劳动力市场的特征和部分条件,内部劳动力市场理论在政府组织中有其适用性和解释力,但也因政府组织的政治性特征而有其适用的有限性。而政治规则及其允许范围的变化会使内部劳动力市场的条件得到充分满足,如新公共管理运动带来政府组织人力资源管理的弹性化和灵活性,使内部劳动力市场和外部劳动力市场呈现一体化的趋势,内部劳动力市场理论在政府组织中适用的有限性因而得到克服。
