云南开放大学的创建既是构建终身教育体系、形成学习型社会的需要,又是现代大学制度的探索和创新。云南开放大学的创建需要围绕办学自主权、学历教育与非学历教育一体、职业教育这三大要义,以及教育立交桥、学分银行、学习平台这三项建设,在这六大要素上取得突破。这既是云南开放大学的显著标志,也是其与云南广播电视大学的本质区别。

The construction of the Open University in Yunnan is not only the prerequisite for building up the life-long educational system and forming a learning-oriented society.It is also the exploration and innovation of modern university＇s system.Building the Open University needs to focus on the three important spheres： the autonomy of running the university,the combination of degree-education and non-degree education,and the vocational education.The three constructions,which are Education Intersection,Academic Credit Bank and Learning Platform,should also be concentrated.To get success and breakthrough on these six points are principal.These are both the important signs for the Open University in Yunnan and the particular attributes that differentiate Yunnan Radio and TV University from other universities.
