The Opportunities and Challenges that TV Universities in Central and Western China Meet in the Construction of the Open University

建设开放大学不应该只是现有电大改块牌子,开放大学既要坚持电大主动适应社会和学习者需求,面向地方、基层、农村和边远地区的办学方向,多层次、多规格、多类型办学方针,充分整合利用社会优质教育资源、系统整体运作的办学特色和优势,又要解决好影响电大持续发展的一些深层次问题。西部电大应抓住新一轮西部大开发战略实施的机遇,将开放大学的建设作为战略重点,切实完善自身系统功能的建设,增强办学实力,从而获得可持续发展,为西部社会经济建设做出新贡献。

Constructing an Open University should not only be a change of the current name of the TV University.On one side,the Open University should be consistently and actively adapted to the society and the need of the learners.It should insist on the orientation of facing the local,basic,rural and marginal spaces,and hold the principles that managing the education of multi-levels,multi-sizes and multi-types.The Open University ought to make full use of the good educational resources in the society and the particular advantage of operating the school systematically on a whole level.On the other side,building the Open University must solve some serious problems that influence the sustainable development of the TV University.The TV University in the west should seek opportunities brought by the practice of a new round strategy of Development of Western Region.By concentrating on the construction of the Open University,completing the systemic functions and enhancing the ability to carry out education,the university will get continuous development and contribute to the economic construction in the west region.
