北京市海淀区卫生监督机构人力资源现况调查

Investigation on the current situation of human resource in haidian health inspection bureau in Beijing

目的了解北京市海淀区卫生监督机构人力资源现况,为该机构人力资源结构优化提供依据。方法收集截至2010年4月1日该机构所有编制内工作人员的人事档案资料,并对资料信息进行统计分析。结果此次共调查170人,其中男性82人(48.2%),女性88人(51.8%),男女比性别比为1∶1.07;平均年龄为36.3±9.3岁,中位数为34.0岁。平均工作年限为15.1±11.3年,中位数为13.0年。按照公共卫生/临床医学/法律/管理与其他的专业比例是1.8∶1∶1∶1.4。根据岗位将人员分组,不同岗位专业差异有统计学意义(P<0.001);性别、学历等差异尚无统计学意义。不同岗位人员年龄、工作年限差异有统计学意义(P<0.05)。结论该机构人员年龄构成年轻化,以大学本科以上学历为主,专业以医学和法律为主,复合型人才不足。人员数量尚未达到编制要求,建议继续扩大基层监督站的规模,引进更多的卫生监督复合型人才;鼓励在职人员继续教育,促进业务培训,加强专业学习。

Objective To explore the situation of human resource in Health Inspection Bureau of Beijing Haidian District for further staffing optimization.Methods We investigated 170 staffs in the Bereau up to April 1st,2010 by personnel files（82 males,average age： 36.3±9.3 years）.The staffs were divided into 3 groups according to various jobs： management,inspection,and occupation groups.Results The median age and work years of all staffs were 34.0 and 13.0 years,respectively.The ratio of educational major was 1.8∶1∶1∶1.4 by public health∶ clinical medicine∶ laws∶ management.The significant differences were found in major,age and work years among various groups.The age and work years of occupation group were significantly less than those of other groups,indicating young structure in this group.Conclusion The personnel structure in the Bureau generally inclines to young age.Most staffs with graduate degrees majored in medicine and laws.Scaling up basic inspection stations and continual education and training to all staffs are the key points for health inspection development.With the unfulled personnel arrangement,people with versatile expertises,especially in both medicine and laws should be recruited in order to improve the level of fundamental health inspection.
