摘要
土地利用规划是土地管理工作的"龙头",同时也是政府对土地进行宏观调控的最基本的手段之一。政府通过土地利用规划,合理配置土地资源和组织土地利用,能动地协调人的关系以及国民经济各部门在土地利用需求上的矛盾,保证国民经济各部门协调发展。从土地规划理论出发,引进沟通式规划来弥补我国土地规划的缺陷,希望对我国以后规划工作带来借鉴。
Land utilized programming is the most important work in land management,which is also one of the basic methods of land macro-control by the government.With land utilized programming and admeasure land resource,the government can harmonize the contradiction on land applications between every economic department,then make them develop harmoniously.The paper starts from the land programming theoretics,retrieving the land utilized programming disfigurement by communicated-style programming theoretics.
