The paper collects representative ICT evaluation systems, separately discusses their evaluation aspect （eategory） and concrete indicators, analyzes each kind of evaluation system in various categories appraisal depth, discusses the indicators construction model： supplies and demand model, input and output model, development phase model, and gives commentary to the development ofglobal measure indicators and measure models.
