Several key problems on argumentation of plain lake emergency water project are discussed in the paper,including emergency standby storage volume,lake water area,supplying characteristic water level and bottom elevation,etc.Considering the characteristics of the project,the quantitative technical and economic comparison,combined with the results of 3D hydrodynamic mathematic model calculation and the qualitative analysis of urban landscape coordination,is taken into consideration in the scale argumentation of the emergency water source,and the right project scale is recommended.
