民主制度的实践缺陷及其完善

Defects and Perfection in the Practice of Democratic System

民主制度不是完美无缺的,在其实践过程中,不足和缺陷亦随之产生,如"多数暴政"、投票悖论、政治成本过高、民主意识缺失等。为避免民主制度的缺陷,促进民主制度的完善和发展,应提高民众素质,培养其政治理性;确立司法独立,提高司法地位;完善公共决策的民主化和公开化;寻求代议制民主与协商民主的有机契合;合理规制投票机制;完善监督机制。

Democratic system is imperfect,and in its process of practice,its defects are also exposed,such as ＂the tyranny of majority＂,voting paradox,too much political cost,democratic consciousness missing,etc.To avoid the defects and improve the democratic system,we should improve the mass′quality and develop their political reason;establish judicial independence and improve judicial status;improve the democratization and transparency of decision-making;seek combination of representative democracy and consultative democracy;regulate voting mechanism reasonably and improve supervisory mechanism.
