我国农村公共品的供给一直处于比较低的水平,农村公共品供给的低效和短缺,是制约和影响社会和谐发展的重要因素。而城乡二元结构、农村基层财政困难、农村公共品需求不足是导致农村公共品有效供给不足与结构失衡的主要原因。解决农村公共品供给不足的问题,必须实行公共品供给城乡一体化政策,解决好乡镇的财政困难,加快构建需求导向性的农村公共品供给制度,而农村人口适当聚集,则是破解农村公共品供需矛盾的根本出路。

The supply of rural public goods has always been on the lower level in our country.Inefficiency and shortage of the Rural public goods is the important factor on social harmonious development.And urban-rural dual structure,financial difficulties of rural grassroots,shortage of rural public demand is the main reason causing the ineffective supply and unbalanced structure of the rural public good.To solve the problem of inadequate supply of rural public goods,we must implement the policy of urban and rural integration of supplying public goods and solve township financial difficulties.We should also accelerate the establishment of demand orientation system of rural public goods supply.Being gathered well of the rural population is the fundamental way of cracking the contradiction between supply and demand of rural public goods.
