基于DEA的基本公共服务财政支出绩效评价研究

Performance Evaluation of Financial Expenditure in the Basic Public Services-based on DEA

运用DEA方法,在建立合理的投入产出指标的基础上,对我国沿海十省市在义务教育、医疗卫生、社会保障领域的财政支出相对效率进行综合评价,结果表明:除北京以外的各地区均没有达到效率最优状态,存在较大的上升空间。研究基本公共服务的财政支出绩效评价方法,可以提高财政资金的使用效率,更好地实现基本公共服务均等化。

Based on a reasonable input and output indicators, this paper uses the DEA method to analyze the efficiency of financial expenditure with ten coastal provinces of China in the field of basic public services： compulsory education, health care, social security. The results showed that： except for Beijing, the efficiency of various regions has not reached the optimal state in other provinces and cities, and there is a big room for growth. This paper aims to explore and study the evaluation methods of basic public services expenditure performance, thereby enhancing the efficient use of financial resources.
