《关于回回民族问题的提纲》和《关于抗战中蒙古民族问题提纲》,是1940年由"西北工作委员会"拟定并经中央书记处批准的。两个《提纲》是党的民族工作创新性实践的成果,其在民族问题上各项具体工作的规定,指明了党的民族工作的方向。在新民主主义革命时期,党的民族工作是少数民族革命胜利的根本保证。

＂The Outline on the Hui Ethnic Issues＂ and ＂The Outline on Mongolian Ethnic Issues during the Anti-Japanese War＂（referred to as two ＂Outlines＂） were formulated by ＂Northwest Working Committee＂ and approved by the Central Secretariat in 1940.The two ＂Outlines＂ are the fruits of the party＇s innovative practice of the national work.The provisions concerning some specific work on national issues clearly show the direction of the party＇s national work.The party＇s national work in the new democratic revolution is a fundamental guarantee for the victory of ethnic revolution.
