论述了土地征收立法理念的缺失是诱发农村征地矛盾问题的重要原因,指出我国土地征收立法理念在保护公民财产权、权利与权力平衡及贯彻立法民主化上存在缺陷,应从树立以人为本指导思想,扶平土地征收立法中权力与权利的失衡关系,构建民主公开的土地征收程序方面对我国土地征收立法理念加以重构。
