社会保险标准化:欧洲国家的改革与启示

Standardization of Social Insurance:Reform and Enlightenments of European Countries

社会保险标准化是提高社会保险服务质量和服务能力的重要手段,是促进社会保险事业可持续发展的基本途径。文章在考察和反思部分欧洲国家相关建设历程的基础上,对我国社会保险标准化建设需要注意的问题进行了论述,提出标准化建设是当前完善我国社会保障制度的重要任务,是提升社会保险信息化水平、促进社会保障实现现代化的基础性手段,且不能再因袭原来的各地各自为政的老路,需要有全国层面的统一考虑与筹划。

Standardization of social insurance is important means to improve the service quality and competence of social insurance,is basic way to promote the sustainable development of social insurance.This paper discusses the problems which should be paid attention to in the construction process of Chinese social insurance standardization on the base of reviewing the construction process in some European countries,puts forward that standardization of social insurance should be an important task for perfecting Chinese social security system,should be a fundamental measure to improve social insurance informatization level and make the modernization of social security come true,besides,standardization of social insurance should be well planned.
