摘要
美国构建了基于职位分类制度的公务员薪酬体系,具体涉及以基本工资、津贴、补贴、奖金为主的公务员工资;以年休假、家庭与医疗休假、病假为主的公务员福利;以健康保险、集体人寿保险、养老金为主的公务员保险。美国公务员薪酬制度具有法制化、高绩效化、分权化、弹性化、人性化、市场化等特点。有必要借鉴美国公务员薪酬制度的先进经验,结合中国公共部门人力资源管理的特点,推动中国公务员薪酬法制化建设,规范公务员薪酬结构,健全公务员绩效评估体系,引进科学的市场化薪酬管理手段。
United States of America has formed its public servants' salary system,which was based on public servants' position classification.American public servants' salary included basic wages,allowances and subsidies.American public servants' welfare included annual leave,family and medical leave and sick leave.American public servants' insurance included federal employee health insurance,federal employee group life insurance and federal employee pension insurance.American public servants' salary system was legal,effective,decentralized,elastic,humanistic and marketable.In view of the characteristics of Chinese public service human resources management,it is urgent to learn from American public servants' salary system to legalize Chinese public servants' salary system,to adjust the structure of public servants' salary,to strengthen public servants' performance evaluation,and to introduce scientific salary management instruments.
