Actively shouldering the historic responsibility for building China into a power of higher education:thoughts after studying the Outline to National Medium-and Long-term Education Reform and Development Plan

我国高等教育发展又到了一个关键时期:生源逐年减少,竞争日益加剧;教育大发展,质量相对滞后;高校负担重,影响建设步伐;研究生培养批量,学术能力堪忧。政府理应负起管理高等教育的责任。对策和建议主要有:帮助高校减负;博士生培养"少而精";下大气力解决大学生就业问题;大幅度增加教育经费投入,提高教师待遇。

The development of China＇s higher education has come to a critical stage.In this stage,the student enrollment is shrinking year after year and the competition among colleges is becoming more and more fierce;the quality of higher education decreases although the participation rate at the higher education level has been increased;some colleges have heavy economic burdens and they have no enough funds to invest into college construction;postgraduate students are trained not in a scientific way and their academic abilities are not as good as expected.Therefore,governments should shoulder the responsibility of administrating higher education.In consequence,this paper provides some suggestions which are as follows： to help colleges reduce their burdens;to train less but quality doctoral postgraduates;to try every means to find ways for the employment of college graduates;to increase the investment in education so as to improve teachers＇ working and living conditions.
