在对危机事件的管理中,政府基于其地位、职责、资源、手段之所在,必然发挥着主导作用。但随着危机问题的日益突出,单纯依靠传统的政府和市场两级力量是远远不够的。非政府组织作为一支特殊的社会力量,逐步参与到危机管理的过程中,并发挥积极的作用。从政府与非政府组织博弈关系,借鉴国外经验,研究提升非政府组织在危机管理中的作用的路径。

In crisis management,the Government based on its position,responsibilities,resources,means of lies,must play a leading role.But as the crisis in the increasingly prominent,relying solely on traditional government and market forces is not enough.Non-governmental organization as a special social forces,and gradually participate in the process of crisis management,and play an active role.This paper from the government and NGO relations game,learn from foreign experience to enhance crisis management.
