Liquidity surplus is the main feature of current economic running state in China. In this ease, the inflation pressure of China is increasing constantly. Our maeroeconomic measures in the past are often out at elbows. So, how should we solve the complicated situation China faced？ The country has just set the ＂the twelfth five-plan＂, which proposed that we should speed up implementing the strategy ＂going global＂ which provides us useful ideas. The article takes view that developing investment outward is an effective way to relieve the surplus fluid capital. In addition, Heilongjiang province has an obvious advantage in investing in Russia. Thus, we should grasp the opportunity, take the natural resources and technology as key points to encourage enterprises to invest in Russia on domains related fields.
