摘要
首次由国际大体联、中国大体协等部门联合主办的2009年世界大学生冬季运动会体育科学大会在哈尔滨工程大学圆满结束。大会的市长论坛、大学校长论坛活动成为国际上体育类科学大会级别最高的活动之一。与会的市长、校长分别从城市的管理者、教育的管理者角度对体育运动,尤其是冰雪运动的价值、举措、社会效果介绍了各自的理论观点和实践经验,并产生了《市长论坛·哈尔滨宣言》、《校长论坛.哈尔滨宣言》2项标志性的理论成果。介绍了此次大会的市长论坛、校长论坛的主题内容并进行了理论分析,这些观点和经验对我国冰雪运动的发展具有深远的借鉴意义和参考价值。
The 2009 winter universiade sports science conference which is first hosted by FISU and FUSC（international university sports union and Chinese university sports association） is successfully held at Harbin engineering university.The mayor and schoolmaster forum is one of the most level activities at international sports science conferences.As a city administrator or education manager,these mayors and schoolmasters showed some theoretical opinions and practical experience about the value,measures and social influence of athletic sports and especially of winter sports.They made two significant theoretical achievements： Harbin Declaration of Mayor Forum and Harbin Declaration of Schoolmaster Forum.The paper has a theoretical analysis on the topical contents of mayor and schoolmaster forum,which opinions and experience will have far-reaching reference value for the international and Chinese winter sports development.
