摘要
美国作为公务员制度比较完备的国家,历来比较重视公务员道德建设,基于"人性本恶"的假定,制定道德规范,设立道德委员会,建立道德教育长效机制,强化社会监督,在实践中扼制了腐败的进一步滋生。美国公务员道德建设的经验,如正视"利益冲突",建立健全制度,整合优化组织保障体制,加强教育和监督等,对我国反腐倡廉建设的哲学思路、法律体系、专门机构、教育培训、社会监督等问题的解决能提供一定的参考和借鉴。
As a country with comparatively perfect public servants systems,America has been paying attention to public servants’ moral construction. They assume the proposition that men are born evil,establish moral standards,set up moral committees,found long-term moral education mechanisms,and strengthen social supervision to prevent the further worsening of corruption in practice. The experience from America provides Chinese anti-corruption useful references in the fields such as philosophical reflection,legal systems,specialized agencies,educational trainings and social supervision. We should directly confront the conflicts of profits,establish and perfect systems,consolidate and optimize organizational security systems,and strengthen education and supervision.
