摘要
从20世纪80年代中期颁布各类中等职业学校教师职务试行条例以来,有效地提高了教师的社会地位,推动了师资队伍建设工作,但总的来看还存在以下问题:各类中职学校教师职务制度陈旧;三类中等职业学校同一层级教师工作岗位职责和任职条件标准不一;教师职务评聘办法没有体现职业教育的特点;教师职务比例偏低;实习指导教师职务制度缺失;兼职教师职务制度缺位等。为此,在充分借鉴各地有益经验的基础上,提出新的中等职业学校教师职务制度框架:定岗定编,明确教师岗位职责;制定统一的中等职业学校教师专业技术职务资格标准;中等职业学校应形成文化课、专业课和实习指导教师三类教师的专业技术职务评审条件;制定兼职教师专业技术职务任职资格标准";双师型"教师认定不能与教师职务制度相混淆。
Since the issuing of various duty statues for secondary vocational school teachers in 1980s,teachers' status has been enhanced greatly,but the following problems are also serious:teachers' duty system is absolete,the standard of teachers' working responsibilities and requirements for the same teachers in three secondary vocational schools differ;teachers' evaluation methods don't embody the characteristics of vocational education,etc.The new teachers' duty system framework for secondary vocational schools was put forward based on referring beneficial experiences:identifying posts and organization to clarify teachers' post responsibilities;make out uniform professional duty qualification standard for secondary vocational school teachers;form pertinent professional duty evaluation conditions for cultural course teachers,specialty course teachers and practice teachers;formulate professional post qualification standard for part-time teachers,etc.
