Investigation on the performance appraisal system of aquatic animal disease forecast in Ningbo

水产养殖病害测报工作受到了各级渔业主管部门和水产技术推广部门的重视,我国的"五级水产养殖病害测报体系"的根基是在基层,因此,创新县乡基层病害测报机构的绩效考核机制,是提升测报体系公共服务能力、促进各项目标落实的关键。论文介绍了宁波市余姚和奉化两县水产养殖病害测报工作绩效考核制度的基本情况,对实施效果进行了评价,总结了取得的成效,分析了实施中存在的问题,提出了相关对策建议,旨在为完善绩效管理与考核、推进水产养殖病害测报体系的建设提供参考。

At present, aquatic animals disease forecast receives high importance from the competent authority of fishery and the department of fisheries technical extension center in China. The foundation of the system of aquatic animals disease forecast is in the county level in China, so it is important for us to promote the innovation ability of the system of aquatic animals disease forecast. This paper studied performance appraisal system of the system of aquatic animals disease forecast, and gave the county of Yuyao and Fenghua as examples. It also evaluated the effect of the implementation of the performance appraisal system in the two counties, analyzed the existing problems, and proposed solutions to solve these problems. It concluded that the important measure to advance the ability of the system of aquatic animal disease forecast is to speed up reformation of performance appraisal system on fisheries technical innovation in the county level.
