摘要 改革常改常新。对深化我国集体林权制度改革从宣传造势、运作谋划、操作落实三个层面做了深入阐述。宣传层面:抓重点,抓主流媒体,抓宣传深度;谋划层面:把开大会作为形式和载体,出台一些政策;操作层面:抓明晰产权,抓合作经济组织,抓林权抵押贷款和森林保险,抓林权保护。 The reform often change frequently and turn newly.Deepening the reform of collective forest right system from such three levels as the publicity buildup,operational planning,operational implementation to be in-depth elaboration.The advocacy level:efforts on the key,grab the mainstream media,focus on advocacy depth;the planning levels:to open the general assembly as the form and the carrier introduced a number of policies;the operational level:grab clear property rights,focus on cooperative economic organizations,focus on forest ownership and forest mortgage insurance,grasping the right to protect the forest.
