林地流转的博弈分析——基于交易成本的角度

The Game Analysis to Transition of Woodland—— Based on the Perspective of Transaction Cost

新林权制度改革确立林农作为林业经营主体以后,林地流转的实现将与林改前不同。文章运用交易成本理论,通过建立转出方、转入方和政府的三方动态博弈模型分析单个转入主体与多个转出主体之间的林地流转实现过程,认为转出方与转入方能否克服交易成本约束,决定着他们是否接受政府的信息支持,并且这种态度将决定流转在交易范围和规模上的不同实现形式,也同时引导着政府的政策选择,并对实现流转提出了针对性的政策建议。

The implementation of transition of woodland has made a difference after new forest right system reform,which establishes farmers as the main body of forest management.Though transaction cost theory,this paper constructs a three dynamic game model of transferors,transferees and the government to analyze the realization of transition of 1woodland between a single transferor and the number of transferees.It argues that whether the transferor and the transferee can overcome the constraint of transaction cost will determine whether they accept the support of government information.And this attitude will determine the different forms of transition of woodland in the scope and the scale and also guides the government＇s policy choices.Finally,it puts forward specific policy proposals to realize the transition of woodland.
