出口退税政策调整对实现低碳经济目标的效应分析——以煤炭业为例

The Effect of Export Rebate Policy Adjustments on Realizing the Goal of Low Carbon Economy:the Case of Chinese Coal Industry

为考察出口退税政策对我国煤炭出口是否起到预期的效果,截取了1995年至2009年之间的样本数据进行回归分析,并对模型进行检验,以此评价出口退税政策的客观效果。结果表明,出口退税率与我国煤炭出口量之间存在相关性,并且影响显著,说明了煤炭行业出口退税政策调整对实现低碳经济起到了有效的推动作用。

In order to reduce the consumption of resources and realize the goal of energy saving and emission reduction and environment protection,China has officially canceled the export rebate policy on coal on September 15,2006,which aimed at constraining the export of high-energy-waste,high-contamination and dense-resource products to develop the Recycling economy,that is to develop the Low Carbon Economy.Since more than 4 years has passed,does this action effect Chinese coal export expectedly？ This paper intercepts the data from 1995 to 2009 and makes regression analysis through OSL by E-views,and then verifies the model to evaluate the objective effect of the policy.The conclusion is： there is a close correlation between rebate policy and coal export,and the effect is significant,which means this policy adjustments effectively promote the realization of the Low Carbon Economy.
