西藏民族区域自治地方政府治理方式的选择决定和影响着西藏的稳定与发展。在科学发展观指导下,按照西藏的特殊区情选择治理方式,实现西藏社会的有效治理,符合国家和西藏民族区域地方的公共需求。转变观念,针对西藏特殊区情进行治理,建设服务型政府,促进西藏经济社会跨越式发展,加强社会管理,大力改善民生,维护和谐稳定是治理方式选择的基本内容。

The administrative mode in the local governments of regional autonomy of minority nationalities determines the stability and development in Tibet.Under the guidance of the Scientific Outlook on Development,the choice of the administrative mode in Tibet must take its special regional features into account.This not only conforms to the public needs of the country and the ethnic minority areas in Tibet but also is very important to the effective administration of Tibetan society.The author thinks that the basic content of the administration comprises the transformation of the thinking,administration with the consideration of the special features of Tibet,the establishment of a service-oriented government,the leap-forward economic and social development,emphasis on social management and the improvement of people's welfare and the maintaining of the harmony and stability.
