关于构建西藏特色政府绩效评价体系的思考

On the Establishment of Government's Performance Appraisal System with Tibetan Characteristics

民族关系的和谐是西藏各级地方政府大规模开展社会主义现代化建设及构建和谐社会的基础性条件,并为西藏经济社会的发展提供自主动能。特殊的区情决定了西藏自治区应逐步建立起以民族关系的和谐为中心,以经济的持续发展、民族干部的培养、宗教信仰的引导为重点的地方政府绩效评价体系。最终目的是通过构建科学合理的政府评价体系,公开公正的评价过程及奖罚分明的评价结果,逐步引导西藏各级地方政府的行为走向科学、理性、高效,引导西藏各级地方政府在此诸因素方面逐步建立起良性循环机制,为实现西藏的跨越式发展和长治久安奠定基础。

Harmonious national relations are the prerequisite for the socialist construction and a harmonious society in Tibet as well as the engine of its social and economic development.The special regional characters determine that Tibet Autonomous Region should establish a government's performance appraisal system which is centered on the harmonious national relations,sustainable economic development,national cadres training and religious beliefs.The purpose of the system is to appraise the performance of the local governments and gradually make their performance more scientifically,rationally and efficiently.Thus,a virtuous cycle mechanism which comprises all the elements in the government's performance appraisal system can be set up.The system,as the author believes,also serves as the fundamental basis for the leap-forward development and the long-term stability in Tibet.
