摘要 针对三峡工程的防洪与发电问题,指出防洪与发电要平衡:在汛期,调节防洪和发电之间的关系,有一个合理调度的问题。把握好度,既可充分利用洪水带来的效益,又可在保证中下游安全的前提下,尽量多发电。并指出三峡的防洪功能"缩水"的说法完全是一种误解,因为千年一遇或者万年一遇是指三峡工程本身安全的抵御能力,工程本身的设计标准和其防洪功能是两个不同的概念。最后指出应该宣布三峡工程已完工,因为所谓的"三峡后续工程",包括环境治理、地质灾害、库区的发展已不属于三峡工程的范畴,而应该属于地方经济发展的范畴。 This paper deals with the relationship between the flood control and power generation of the Three Gorge Project and it concludes that good balance should be kept between flood control and power generation: in the flood season particularly, special attention should be paid to the reasonable regulation between flood control and power generation so that the safety of the middle and lower reaches of the river can be guaranteed. At the same time, benefits of the extra water can be utilized and as much as possible power be generated. The paper points out that the so-called "shrinkage" of the flood prevention function is a misunderstanding, because the prevention capacity for the biggest flood once in a thousand years or ten thousand years refers to the capacity of the project itself, and the design standard of the project and its flood control are two different concepts. Finally, the paper holds the Three Gorge Project should be considered completed, and the so-called "continual work", including environment protection, geographical disaster control, and development of the reservoir area should not be regarded as part of the project itself; instead, it should fall into the scope of local economic development.
