南通市农民不同医疗保障模式的比较与思考

Comparatively studying the different medical insurance modes for rural residents in Nantong city

南通市农民主要通过两种医疗保障模式实现医疗保障的全覆盖,市区农民参与城镇居民医疗保险,县区农民参与新型农村合作医疗,两种保障模式在筹资标准、补偿水平、经办管理等方面均存在差异,参保对象因此获得不同的医疗待遇。文章在比较南通市农民不同医疗保障模式的基础上,提出提高统筹范围,调整补偿方案,统一经办机构,缩小城乡差距,实现城乡一体化的政策建议。

There had two different medical insurance modes for peasants in Nantong.Peasants in township participated in medical insurance system for urban residents,while peasants in villages participated in new rural cooperative medical system.These two medical insurance modes were different in many aspects,such as fund raising,compensation standard and management,which resulted in different medical services.Based on analysis of these different medical insurance modes for rural residents in Nantong city,some policy suggestions were put forward,such as expanding the scope of financing,adjusting compensation scheme,integrating managing departments,narrowing the gap between urban and rural areas,and constructing overall development.
