Analyzing the economic conditions of health institutions in Health XI Project county in Gansu

以甘肃省卫生ⅩⅠ项目县基线调查为依据,从农村基本医疗卫生服务供给的微观主体出发,讨论项目县村级卫生室发展现状及存在的问题,并认为提升村级公共卫生机构的服务能力,积极推进农村医疗卫生一体化改革,是推进农村基本医疗卫生服务均等化供给的基本取向。

Objective To analyze the economic conditions of health institutions in Health XI Project county,improve its ability to health service,and provide theoretical and experimental basis for the health XI Project.Methods Receipt and disbursement status of the county hospitals,maternity and child care hospitals and township health clinics was analyzed with method of the break-even.Results The medical institutions′ income was mainly from business revenue,in which the income from drugs accounting for more than 30%.As for the expenditure structure,more than 90% was business expense.In general,township health clinics were in debt.Conclusion Some countermeasures were put forward,such as using drugs reasonably,increasing the governmental input,modifying the revenue and expenditure structure,regulating the expenses strictly,reducing staffs for efficiency,improving equipments and strengthening the management training and direction.
