2009年东营市医疗卫生机构传染病网络直报能力调查

Analysis on the Direct Online Report Ability at the Medical and Health Institutions in Dongying City,2009

[目的]掌握东营市传染病网络直报系统运转状况,找出存在的问题并提出解决的办法。[方法]调查东营市2009年医疗卫生机构传染病直报网络建设、人员配置情况及传染病直报质量,使用Excel程序进行统计分析。[结果]2009年东营市报告法定传染病报告卡6 206张,报告及时率为99.41%,审核及时率为99.89%。东营市公立医疗卫生机构直报覆盖率为100%,私立医院网络直报率为20.00%。实现网络直报的96处医疗卫生机构84.78%的医疗卫生机构有专用于传染病网络直报的计算机;85.42%的单位使用宽带上网;专职直报人员占95.83%;中级及以上职称人员占42.39%;预防医学专业占29.35%;从事网络直报满5年的占56.25%,43.75%的直报单位更换过直报人员。[结论]2009年东营市传染病网络直报质量较好。公立医疗卫生机构全部实现网络直报,但存在私立医疗机构网络直报覆盖率低,部分医疗机构直报系统设备不能满足工作需求、人员业务素质偏低、人员更换频繁等问题亟需解决。

[Objective]To master the operation status of the direct online report system for infectious diseases in Dongying city,find out the problems and solutions.[Methods]Investigation was made on the construction,staff and quality of the direct online report system for infectious diseases at the medical and health institutions in Dongying city,and analysis was made on the collected data by Excel.[Results]In 2009,there were a total of 6 206 infectious report cards in Dongying city,the timely report rate was 99.41%,and 99.89% of them was timely examined.All of the public medical and health institutions in Dongying city had been equipped to enable direct online report for infectious diseases,with a fraction of coverage of 100%,and for private hospitals,the coverage was 20.00%.Of all the 96 medical and health institutions,84.78% were equipped with computers special for infectious diseases report,85.42% were able to report via wide-band.Among the staffs responsible for the direct online report,95.83% were full-time staffs,42.39% were with medium above titles,29.35% were in preventive medicine,56.25% were occupied in this work for 5 years.43.75% of the institutions have changed the staffs who were responsible for the direct online report.[Conclusion]The operation status of the direct online report system for infectious diseases report in Dongying city is generally good.All the public medical and health institutions have been equipped to enable direct online report for infectious diseases,but the private medical and health institutions have a low coverage.Still,there are some problems to be solved urgently.Such as,poor equipments of the direct online report work,low quality of personnel services,and frequent change of personnel.
