With the growth and development of cyber democracy, e-government has got a value guidance and practice-oriented on building and development. The development of E government will have a specific path in the context of democracy and the rise of the network. For the reason above, cyber democracy has brought up basic appeal on development of e government： expecting modern technology to e- voke subject consciousness of people, to provide more hu- man based services, to proceed interaction orderly with gow ernment, and hoping government can response quickly, to open more government affairs, to achieve citizen supervise of public power＇s execution, to promote scientific administration and administration by law of government.
