公民社会构建中弱势群体的权益诉求机制初探

Study on the Rights Appeal Mechanism Concerning on the Disadvantaged Groups during the Process of Constructing Civil Society

本文以弱势群体为着眼点,以构建公民社会为历史时空背景,探究在此过程中弱势群体的权益诉求机制。结合近年来弱势群体维权实例进行分析,笔者提出弱势群体通过非政府组织、网络舆论、法律援助等权益诉求路径或机制,在实现弱势群体权益诉求的同时,对弱势群体的公民意识、公民责任的培育和熏陶以及公民社会价值理念的弘扬以期为我国公民社会的构建提供良好的社会环境。这也是当前我国建设社会主义和谐社会的客观要求。

Based on the social vulnerable groups, the paper explores the equity lawsuit mechanism in the process of con- structing civil society. And followed by the analyses of the cases come up in recent years, the author pointed out that the vulnerable groups could appeal by NGO （ non - governmental organization ） , network public opinions, legal aid and etc. While realizing the rights and benefits of the vulnerable groups, we strive to cultivate their civic consciousness, civic duty and to promote their civic social value. All of these elements can provide a good social environment for building up a civil society, and meanwhile they are also the objective requirements of constructing socialistic harmonious society.
