The paper analyzes the target market of telecommunication designing enterprises expanding general contracting work,points out the basic conditions which these enterprises should have,lists the problems hindering them carrying on general contracting project management,finally,puts forward the solutions from the aspects of market segmentation,making strategies and comprehensive risk management,etc.
