In 1966, Premier Zhou Enlai held China Healthcare Working Conference, which proposed the major decisions such as healthcare work should be provided to country people, and medical staff in Shanghai should go to southwest to promote the development of healthcare service. Shanghai Medical College (now it is Fudan University Shanghai Medical College) organized 19 freshman medical students as a team to provide medical support to Taiyong district, Hejian county, southeast area of Guizhou Province, who have settled their home there since then.
