The Governmental Support in Student Loans of U.S. and Its Revelations

美国的学生贷款事业经过二战后的迅速发展,已形成多元化、多类型的学生资助体系,成为发达国家的典型案例。其中,美国政府的作用非常关键,表现在为学生贷款提供立法保障、财政支持以及组织、管理和技术依托。借鉴美国的经验,中国政府有必要在以下方面做出尝试:推进政府立法,实现贷款业务有法可依;提供财政支持,保障贷款运行的公平与效率;完善行政规制,宏观调节国家助学贷款的整体运作。

Student loan in U.S.has experienced fast development after World War II and formed a diversified and muilti-type student aid system,and has become a typical case in developed countries.Thereinto,the function of federal government is important,such as providing law-making support for student loan,executing financial support and providing organization,administration and technique support.Taking American experiences as reference,our government should attempt from three aspects： via propelling law-making of Government-Subsidized Student Loan,realizing ＂there are laws to go by＂ in loan operation;via perfecting multi-form financial support,ensuring the equity and efficiency in the execution of Government-Subsidized Student Loan;via executing administrative regulations,macroscopically adjust the whole implementation on Government-Subsidized Student Loan.
