中国集体林权制度改革现状与展望

Status and Prospect on Collective Forest Tenure Reform in China

新一轮集体林权制度关系到农户实现增收、林业生产力水平提高等目标能否达到,已成为我国当前社会经济领域中高度关注的热点问题。文中运用产权理论、委托代理理论和经济增长理论对集体林权制度改革的内涵进行了剖析;从主要内容、具体做法和最近进展等3个方面,总结和分析了改革的现状;探析了核心与本质、目的与手段、成本与收益等3组关键问题;并从创新生产经营形式、完善公共服务体系和优化利益关系等方面提出了推动改革的政策建议。

The ongoing collective forest tenure reform,which determines whether farmers can earn higher income and the forestry productivity can be improved,has become a highly concerned issue in the society and economic sector.This paper applied theories of property right,agent,and economic increase into analyzing the essence of the reform.The current status of the reform was discussed from aspects of contents,measures and progress.Three groups of key issues including core vs.essence,goal vs.means and costs vs.benefits were highlighted for having a deep understanding on the reform.Based upon research,the paper put forward policy suggestions to promote the reform,such as innovating the management model,perfecting the supply mechanism of public service,and updating the distribution structure of management benefits.
