摘要
义务教育阶段学校委托管理是2007年上海市为推进农村学校内涵建设、实现城乡教育一体化而采取的一项重要措施。本文对委托管理产生的宏观背景做了分析,介绍了托管工作的发展现状。在此基础上,对委托管理在优质教育资源输出、学校办学内涵提升、教育专业机构及第三方评估机构培育等方面的特点及成效进行了分析;同时对托管工作的深入推进提出了思考和建议。
Delegated administration of compulsory schools was an important measure to promote the connotation construction of rural schools to realize the integration of urban and rural education in Shanghai in 2007. This paper analyzes the macro background of delegated management and introduces its development status. On this basis, the characteristics and effectiveness of delegated administration in the output of high-quality educational resources, the upgrading of school-running connotation, the cultivation of educational professional training institutions and third-party assessment agencies have been analyzed. At last, this paper proposes the thinking and recommendations for the further promotion of delegated administration.
