基于社区卫生服务适宜技术的公共卫生服务人力成本测算研究

Measurement of Public Health Services Manpower Costs Based Community Health Services Appropriate Technology

目的探索落实社区卫生服务适宜技术规范内容所需的公共卫生服务人力成本,为政府购买公共卫生服务人力提供参考。方法根据适宜技术工作规范,制定一套相应的评估指标体系,利用2009年7月—2010年3月牛湖社区健康服务中心的公共卫生服务数据测算出所需的公共卫生服务人力成本。结果根据目前实际工作量测算出每万服务人口所需公共卫生服务人力为1.36人,理想工作状态下为4.18人。结论我国目前社区卫生服务中心人力配置与实际需求差距较大;要切实落实公共卫生服务内容,政府应加大对社区卫生服务的资金投入,保证有充足的人力去落实公共卫生服务内容。

Objective To explore the reasonable public health services manpower costs for implementation of the community health services（CHS） appropriate technology so as to provide reference for the government to purchase public health services manpower.Methods According to the CHS appropriate technology standard,a corresponding evaluation system was developed.And the public health services data from July 2009 to March 2010 of Niuhu CHS center were applied to estimate the public health services manpower costs.Results According to the actual amount of work at present,the required public health services manpower per million population was 1.36 people,and the ideal working condition was 4.18.Conclusion There is a big gap between the current staffing and the actual needs in CHS centers in China.The public health services need to be effectively implemented,and the government should enlarge the found investment for community health services so as to ensure sufficient manpower to implement the public health services.
