社会救助的国家责任之研究

The Study on National Duties of Social Assistance

社会救助旨在维护社会成员的生命权和生存权,满足社会成员最基本的需求。本文通过分析我国社会救助的现状和不足,借鉴国外先进经验,立足本国国情,提出我国现代救助体系的健全和完善,需要国家责任的全面确立,并从理论层面上提出一些加强社会救助的国家责任的可行性建议。

The aim of social assistance is to safeguard social members＇life right and the right to live, and to meet their basic needs. Through the analysis of the present situation and shortcomings of China＇s social assistance and by learning from the advanced experience of foreign countries, based on the national conditions, this paper holds the opinion that the establishment and improvement of the nation＇s modern social assistant system requires the overall establishment of national duties, and proposes some feasible suggestions on strengthening the social responsibility of the country.
