Implementing the Strategy of "Giving Priority to Conservation" and Strengthening Comprehensive Utilization of Resources

落实节约优先战略,加强矿产资源综合利用是保障我国经济社会又好又快发展的必然选择。我国矿产资源节约与综合利用潜力巨大,有较好的基础和较大的拓展空间,但也存在着诸如缺乏标准体系,基础工作薄弱,缺乏数据支撑,技术攻关投入不足等问题。实施节约优先战略,加强矿产资源综合利用,要政府、企业、市场和社会互动,切实提高矿产资源利用效率,盘活一批难利用资源,形成一批行业标准。并开展现状调查与评价工作,编制实施专项规划,构建矿产资源节约与综合利用"一张图",积极拟订相关标准等重点工作。

Be based on analysis of the problems with regard to China's conservation and comprehensive utilization of mineral resources,such as lack of standard system,weak foundation work,no enough data supporting,and inadequate investment in technology research,this paper focuses on the measures required for implementing the strategy of 'giving priority to conservation' and strengthening comprehensive utilization of resources,these include: the government,enterprises,market and society should interact;the utilization of mineral resources must be improved effectively;a number of resources that is hard to use should be efficiently used;a number of industrial standards must be formed;carrying out survey and evaluation work;drafting and implementing the special plans;building the integration of conservation and comprehensive utilization of mineral resources;actively being engaged in preparing relevant standards.
