试论以资源利用方式转变促进发展方式转变

On Giving a Boost to the Transformation of the Mode of Economic Development Based on the Transformation of the Pattern of Resource Utilization

资源刚性供求矛盾突出、资源利用效率低下和国土资源管理面临的严峻形势凸显了在新形势下转变资源利用方式的必要性和紧迫性。应从转变国土资源管理观念、提高资源保障能力、推进资源节约集约利用和完善国土资源参与宏观调控机制四个方面着手转变资源利用方式,以促进经济发展方式转变。

This paper points out the necessity and urgency for the transformation of the way of resource utilization;and focuses on some methods aimed at promoting the mode of economic development,these are: changing the concept of land resource management;enhancing the support capability of resources;promoting economical and intensive use of resources;improving the mechanism of the role of land resources in macroeconomic regulation and control.
