山西国土资源资本化研究

Research on the Capitalization of Land Resources in Shanxi Province

从经济学角度来说,人类历史可以说是一部"资源资本化"的演进史。加快形成具有中国特色的国土资源资本化道路,是国土资源管理和利用体制机制创新的理性选择。山西作为资源大省,要破解保护资源和保障发展难题,国土资源利用和管理应努力实现由注重资源、资产属性向资源、资产、资本属性"三位一体"转变,大胆走国土资源资本化的道路。近年来,山西国土资源资本化进程逐步加快,进一步加大了土地使用权和矿业权有偿出让工作力度。山西国土资源资本化的路径,可以分三步走,第一步是实现国土资源资产化;第二步是实现国土资源产业化;第三步是实现国土资源资产的资本化。

This paper argues that accelerating the formation of capitalization of land and resources with Chinese characteristics is the rational choice for the innovations in systems and mechanisms of land resource management and utilization.In recent years,the process of capitalization of land and resources is gradually accelerating;and land use rights and assigning the right to mining rights to be repaid have been further enhanced in Shanxi province.Therefore,this paper points out that,as one province with rich resources,Shanxi should transform the focuses from resources and asset properties to resources,assets,and capital property for coping with the problems of both protecting resources and ensuring development.It suggests that three steps they can adopted in Shanxi province,these are: the first step is realizing assets of land and resources;the second step is realizing the industrialization of resources of land and resources;the third step is realizing capitalization of assets of land and resources.
